Preheat oven to 400F. Line a large baking sheet with tinfoil.
In a large bowl add milk and ground oatmeal, let it sit for 1 minute. Add ground turkey, egg, tomato paste, cilantro, garlic, salt and garam masala. Mix until everything is nicely combined.
Shape the ground turkey mix into meatballs about the size of a golfball and place on the lined baking sheet. Bake for 18-20 minutes, until the internal temperature reaches 165F or you can pull them out at 160F and finish simmering them in the sauce for 5 more minutes.
Combine all the spices, sugar and salt into a small cup and set a side.
Over medium heat, in a large skillet add oil and onions. Sauté until translucent. Add your garlic and sauté for 1 more minute.
Lower the heat, add the evaporated milk, tomato paste and the cup of spices. Gently whisk everything together until it is nicely combined. Then add your crushed tomatoes and simmer on low until thick.
