Preheat oven to 357F.
In a large bowl combine flour, cocoa powder, baking soda, baking powder and salt. Set aside for later.
In a stand mixer cream softened butter and sugar together.
Add vanilla extract, almond extract, milk and eggs, continue to mix for one-two minutes.
Add dry ingredients one cup at a time, until everything is well combined.
Roll dough into 1 1/2 inch balls and place place them on parchment lined cookie sheets. Press the white chocolate chunks and one eyeball into each cookie.
Bake for 10-13 minutes.
